Members of the RDUMSO visited Sheikh-ul-Islam Talgat Tajuddin Safa, the Grand Mufti of Russia. The Sheikh-ul-Islam was the one to propose a Decree of the Supreme Mufti to nominate a new chairman.
RDUMSO was originally formed in 1994. The group includes 24 Muslim organizations from Sverdlovsk’s northern and central regions. Since 2011, RDUMSO has been involved in Ural State Mining University’s Islamic theology undergraduate program.
